Obligation to Remove and Collect Airbags
Airbags used in end-of-life vehicles are explosive because they use a gas-generating agent, and for the sake of safety in the recycling process and because toxic sodium azide was used as a gas-generating agent for airbags until 1999, dismantlers are required to "remove, collect, and deliver to the automobile manufacturer, etc.". The dismantling company is obliged to "remove and collect the airbags and hand them over to the car manufacturer, etc.".
*On-vehicle deactivation treatment, which forcibly deactivates all airbags by energizing them while they are still installed in used vehicles, can only be performed after concluding a consignment contract (application for membership and registration) with JALS (automobile manufacturers, etc.) and obtaining certification from the government (Ministry of Economy, Trade and Industry and Ministry of the Environment).

Airbags Pickup and Recycling
Automobile manufacturers and others take back airbags delivered from dismantlers and are responsible for proper recycling and disposal.

Criteria
Automobile manufacturers have established take-back standards to ensure safety in the collection, storage, and transportation processes, as well as to achieve convenience and social efficiency for CFC collectors/dismantlers.
*Please note that, in principle, if a shipment does not conform to the "properties," "packing style," and "pickup method" specified in the pickup standards, the shipment will be refused and the airbags collection fee will not be paid.

Steps to start airbags pickup
Before handing over airbags to a transportation network company, we ask you to cooperate in a preliminary confirmation with JALC. Please confirm the following procedures and materials before handing over the airbags to the transportation network.
(1) Method of pickup and delivery
Please confirm the following "To all those who will be collecting airbags for removal" and respond accordingly.
(2) Arrangement of logistics tools
In order to deliver airbags, they must be stored in a special tool. Please fill out the "Initial Kit Application Form" below and send it to us by e-mail or fax.
Please note that for logistics tools after the first time, the system is based on requesting empty tools when you request a pickup from a transportation network company.
(3) Initial Confirmation
When you receive the distribution tools, please confirm the following "Initial Confirmation of Airbags Collection" and take action. We will confirm in advance that the airbags have been properly handled and packaged.
During the confirmation, we will also use the detailed information of the vehicle, so please confirm the following "How to Use the Detailed Information of the Vehicle" as well.
(4) Confirmation of collection and transportation permit number

(4) Advance Delay Request
What to do in case of delay in delivery of airbags
Dismantlers are required to deliver dismantled vehicles and airbags within 120 days of receipt of end-of-life vehicles, or they will receive a confirmation notice.
However, for those companies that have concluded an outsourcing contract for the on-board operation treatment of airbags, or who handle a small number of end-of-life vehicles to begin with, the collection cases are not full within 120 days, and a confirmation notice/delay report is issued, forcing them to deliver the vehicles after one or two units. In the first place, some operators who handle a small number of vehicles have been forced to deliver only one or two vehicles.
In light of this situation, if there is a justifiable reason, such as a small number of end-of-life vehicles entering the warehouse, it is now possible to apply for an extension of the period required for delivery of airbags by submitting a prior report to the local government before a delay report is issued.
Please refer to the following manual "Notice of Confirmation Notice for Removal and Collection of Airbags" for the procedures to extend the date of delivery of airbags.

After completing the documents to be submitted, please submit them by fax to both the competent local government and the Japan Automobile Recycling Cooperation Organization (JACO).
*Please note that advance reporting is an alternative measure to the conventional confirmation contact by the local government, and the "confirmation notice" on the movement report screen does not disappear (the display will disappear after the delivery is implemented).

Terms of Business and Compliance
In order to process airbags onboard a vehicle, a consignment contract (application and registration) must be concluded with JALS (automobile manufacturer, etc.) and certification by the government (Ministry of Economy, Trade and Industry and Ministry of the Environment) must be obtained before the service can be performed.
When actually performing on-vehicle operation treatment, please follow the rules of business and the compliance requirements. The person in charge of on-vehicle operation treatment at each business site must thoroughly manage the operation in accordance with the Compliance Rules.

After performing the onboard activation process, it is necessary to promptly record the information related to the implementation of the process in the "Airbag Onboard Activation Process Ledger". Please download and use the form below.

We would like to publicize the business establishments that did not apply any measures and had excellent performance* in the previous year's vehicle operation processing audits, and introduce examples of excellent efforts for proper processing.
We would like to ask all contracted operators to continue to implement and manage their on-vehicle operation processing operations properly.
Excellent performance" refers to cases in which all of the following are satisfied in the on-board treatment audit.
(1) No points were found in the audit items of "compliance with the contract," "proper on-board operation processing work," and "proper recording and reporting.
(2) As a result of confirming the number of vehicles equipped with four or more airbags, including seatbelt pretensioners, that have been treated with airbags, all airbags have been properly treated.

Publication of the response to the measures
Under Article 28 of the Law Concerning Recycling, etc. of End-of-Life Vehicles (Automobile Recycling Law), automobile manufacturers, etc. conclude consignment contracts with dismantlers and have dismantlers certified by the competent minister to perform on-board operation processing of airbags.
If a dismantler delivers airbags to a shredder without treating them, it is a violation of Article 16, Paragraph 3 (obligation to recycle) of the Automobile Recycling Law and Article 7, Paragraph 1 (cancellation of registration for on-board treatment of airbags) of the "Regulations for On-board Treatment of Airbags," etc.
From October 2013 onward, automobile manufacturers and the Organization will publicize the names of businesses (establishments) whose registration has been cancelled in accordance with Article 7, Paragraph 4 of the "Regulations for Onboard Treatment of Airbags".
Therefore, we would like to ask all dismantlers to continue to implement proper disposal practices.
