About the LiB Joint Collection System

The need to establish a safety net for properly disposing of lithium-ion batteries (LiBs) used in hybrid vehicles and EVs was presented at a joint working group meeting of the Automotive Recycling Law Council in 2015. In response, the Japan Automobile Manufacturers Association (JAMA) supported establishing a collection and recycling system, with the Japan Auto Recycling Partnership (JARP) as the contact point, which has been in operation since October 2018.

The LiB joint collection system uses the following flow for collection.

(1) Discharge business operators request LiB pickup from JARP via the "Pickup Request System".
(2) A transportation company commissioned by JARP will visit the site to collect the LiBs.
(3) Discharge business operators deliver the LiBs to the carrier in the form specified in the automobile manufacturer's dismantling manual, etc.
  *For details of the "Collection Standards" for delivering LiBs, please refer to the "Collection Standards" and the "LiB Pickup Request Manual."
(4) LiBs delivered by the discharge business operators will be appropriately disposed of by a disposal business operator entrusted by JARP.

About the wide-area certification system

The wide-area certification system is a unique system stipulated in Article 9-9 and Article 15-4-3 of the Wastes Disposal and Public Cleansing Act, under which the Minister of the Environment certifies those who conduct wide-area treatment that contributes to reducing waste and ensuring its proper disposal, and for these persons, a license by local government for waste disposal business is not required. JARP has been certified under the wide-area certification system on January 30, 2018.

Flow from registration to collection

The discharge business operators will take delivery of lithium-ion batteries ("LiBs") according to the following procedure:

Please register as a discharge business operator using the "Lithium-ion Battery Pickup Request System" (hereinafter referred to as "the system").
When registering, you must agree to the Terms of Use of the system.
*On completion of registration, you will receive a registration completion e-mail.
The email will be sent from the address "auto-libsystem@jarp.org". Please set up your e-mail so that you can receive it.
Your login ID will be included in the registration completion e-mail.

Please submit a pickup request through the system.
*You must agree to the terms and conditions when making a request.
When the pickup request is completed, you will receive a registration completion e-mail.

The system will contact you for confirmation from the manufacturer and JARP.
You will be notified by e-mail, so please respond to the inquiry from the system screen.
 Once confirmation is received, we will proceed to arrange pickup.

The carrier consigned by JARP will contact you to arrange a pickup date and time.
Please note that it may take up to 5 business days after registration.
Please specify a date and time when a LiB removal representative can be present.
Once the date and time are confirmed, you can print the "Handling Instructions" from the system. Please print it out by the day of pickup and have it ready to hand over together with the relevant LiB. If you have more than one LiB, please keep them in a safe place so that you can identify which one it is. Please note that there may be a time lag between when the date and time are fixed and when the printout becomes available.

The transportation company will pick up the LiB on the designated date and time, so please hand it over to the transportation company.
When handing over the LiBs, please note the following:
Please make sure that the LiBs are in the packing style specified in the automobile manufacturer's dismantling manual, etc.
*For details of the "take-back standards" when delivering LiBs, refer to the "take-back standards," "LiB take-back request manual," and "discharger operation manual.
*Please be present when the carrier's driver checks the LiB's packing style .
Sign the "control slip" and "cargo condition confirmation form" brought by the carrier's driver to sign for the delivery of LiBs.
Load the LiB into the carrier's truck with a forklift, etc.

Items to be collected

Lithium-ion batteries installed in automobiles and motorized bicycles manufactured or sold by companies that are members of this collection system that have become industrial waste
Lithium-ion batteries installed in products (excluding automobiles and motorized bicycles) manufactured by companies that are members of this collection system by themselves or entrusted to another company, which have become industrial waste 
Those that meet the conditions, etc., of LiBs specified in the Collection Standards.

Items not subject to collection

Batteries that meet the following conditions are not subject to collection

Lead-acid batteries, nickel hydride batteries
Batteries that have been modified or disassembled
Items that may violate the Waste Disposal and Public Cleansing Law, etc. (Items for which disposal has been consigned* by other companies or individuals)
Batteries with an unknown VIN number

If you undertake the disposal of LiB from other companies or individuals without a business license under the Waste Disposal and Public Cleansing Law, you will be considered an unauthorized operator under the Waste Disposal and Public Cleansing Law, and you may be punished,
Please be aware that you may be punished for doing business without a license under the Waste Disposal and Public Cleansing Law.

This system is mainly intended for automobile dealers, maintenance and dismantling companies.
(Businesses not subject to this system should dispose of the waste as their own industrial waste.)

Cautions for removing the lithium-ion battery

When removing the lithium-ion battery (hereinafter referred to as "LiB"), please note the following points.
When removing the LiB from the vehicle, follow the removal manuals of the respective automobile manufacturer, etc.
When removing LiBs from a vehicle, follow the removal manuals of the respective vehicle manufacturer, etc. ・ Put the removed LiBs in a package as specified in the removal manual. For the standards when delivering LiBs to a transportation company, refer to the LiB Take-back Request Manual.

Points to note when requesting pickup

Please note the following points when requesting pickup.

When making a pickup request, you will be asked to agree to the terms and conditions of the agreement. Please read the agreement carefully before agreeing to the terms and conditions.
Please confirm that the LiB you are requesting is eligible for pickup under this system.
When making a pickup request, you will be asked to enter information such as VIN number and battery ID. Please prepare these information in advance before submitting a pickup request.
If there are any unforeseen costs incurred during the collection process due to false information in the application, you may be charged for the costs.

Points to note at the time of delivery

Please note the following points when handing over LiBs to a transport company.

Please prepare flat pallets used for transporting large LiBs such as EVs, etc., by the discharging company. (They cannot be returned).
If the person in charge is not available at the time of delivery, the LiB will not be picked up and the onward transportation fee will be charged.
(3) Only LiBs that have received a request for pickup will be allowed to pick up.
