Obligation to Remove and Collect Airbags
Airbags used in end-of-life vehicles are explosive because they use a gas-generating agent, and for the sake of safety in the recycling process and because toxic sodium azide was used as a gas-generating agent for airbags until 1999, dismantlers are required to "remove, collect, and deliver to the automobile manufacturer, etc.".
*The on-board actuation service, which forcibly activates all airbags by energizing them while they are still installed in end-of-life vehicles, can only be performed after concluding a consignment contract (application and registration) with JARP (automobile manufacturer, etc.) and receiving certification from the government (Ministry of Economy, Trade and Industry and Ministry of the Environment). Airbags Pickup and Recycling
Automobile manufacturers and others are responsible for taking back airbags delivered from dismantlers and appropriately recycling/disposing of them.
Collection Standards
Automobile manufacturers have established collection standards to ensure safety in the collection, storage, and transportation processes, as well as to achieve convenience and social efficiency for fluorocarbon collectors/dismantlers.
*Please note that if the "Properties", "Packing Style", and "Pick-up Method" specified in the collection standards are not met, the pick-up will be refused in principle and the airbags collection fee will not be paid.

What to do when the Automotive Recycling System stops
If a disaster, failure, or some other malfunction of the Automotive Recycling System stops the movement reporting function, please follow the PDF below to enter your e-manifest after the system is restored.
Regardless of the system outage, operations such as handing over used vehicles to the next business operator can still be performed. In this case, please keep a ledger or a memo for entering necessary items for later entry and input them after the system is restored.

Steps to start airbags pickup
Before handing over airbags to a transportation network contractor, we ask for your cooperation in pre-confirmation with JARP. Please review the following procedures and documents and take action accordingly.
(1) Method of pickup and delivery
Please confirm the following "To all those who will be removing and collecting airbags" and respond accordingly.
(2) Arrangement of logistics tools
In order to deliver airbags, they must be stored in a unique tool. We will send you the necessary logistic tools for your first time, so please fill out the "Initial Kit Application Form" below and send it to us by e-mail or fax.
Please note that for logistics tools, after the first time, the system is set up so that you can request empty tools when you request a pickup from a transportation network company.
(3) Initial Confirmation
When you receive the logistics tools, please confirm the following "Initial Confirmation of Airbags Collection" and take action. We will confirm in advance that the airbags have been appropriately handled and packaged.
During the confirmation, we will also use the detailed information of the vehicle, so please confirm the following "How to Use the Detailed Information of the Vehicle" as well.

(4) Advance Delay Application
What to do in case of delay in delivery of airbags
Dismantlers are required to deliver dismantled vehicles and airbags within 120 days of receipt of end-of-life vehicles, or they will receive a confirmation notice.
However, for those companies that have concluded a consignment contract for on-board actuation for the removal and collection of airbags, or for those companies who handle a small number of end-of-life vehicles in the first place, the collection cases are not complete within 120 days, and a confirmation notice/delay report is sent out, forcing them to deliver the case with only one or two units in it.
In light of this situation, if there is a justifiable reason, such as a small number of end-of-life vehicles received, it is now possible to apply for an extension of the period required for delivery of airbags by submitting a prior report to the local government before a delay report is sent out.

Business Rules and Compliance Rules
To perform on-board actuation of airbags, you must enter into a consignment contract (application and registration) with JARP (automobile manufacturer, etc.) and obtain certification from the government (Ministry of Economy, Trade and Industry and Ministry of the Environment) before you can perform the work.
When actually performing on-board actuation, please follow the terms and conditions of the agreement and the compliance rules. The person in charge of performing on-board actuation, which is set for each business site, is responsible for thorough business management in accordance with the compliance rules.

The following are examples of excellent efforts to publicize and properly handle the offices that were not subject to measures and had outstanding performance* in the previous year's on-board actuation audits.
We ask that contractors continue implementing and managing their on-board actuation operations properly.
*"Excellent performance" is defined as when all of the following are met in an on-board actuation audit.
(1) No points were raised in the audit items of "compliance with contractual terms and conditions," "proper on-board actuation work," and "proper recording and reporting."
(2) As a result of checking multiple vehicles equipped with four or more airbags, including seatbelt pretensioners, that have been processed for airbags, all airbags have been adequately processed.

Publication of the response to the measures
Under Article 28 of the Act on Recycling of End-of-Life Automobiles (Automobile Recycling Law), automobile manufacturers, etc., conclude a contract with a dismantler certified by the competent minister and have the dismantler perform on-board actuation of airbags.
If the dismantler delivers airbags to a shredding company without processing them, it is a violation of Article 16, Paragraph 3 (obligation to recycle) of the Automobile Recycling Law and Article 7, Paragraph 1 (on-board actuation registration revocation) of the Airbags on-board actuationBusiness Regulations, among others.
Automobile manufacturers, etc., and the Corporation have decided to publicize the actual names of businesses (establishments) whose registration has been revoked in accordance with Article 7, Paragraph 4 of the "Business Rules and Regulations for Airbags On-board Actuation" from October 2013 onward.
Therefore, we would like to ask all dismantlers to continue to implement proper disposal.

This is a dedicated tool that can basically perform on-board actuation of all airbags equipped in a vehicle in a single operation.
There are two types of dedicated tools, "JAMA METHOD" and "ISO METHOD", which are compatible with different vehicles.
